Recharge centers are units that provide goods and services primarily to internal University operations and charge more than $175,000 annually to federally sponsored agreements or incur more than $1,000,000 annually in total charges. We reviewed compliance with University and
federal recharge center policies at the Departments of Laboratory Medicine and Comparative Medicine. The former provides lab tests to clinicians and researchers. The later provides animal housing and care services to researchers.
We recommended Laboratory Medicine establishes a formal process to ensure changes to the charge master are properly approved and entered into the system. We recommended the Department of Comparative Medicine retains evidence of receipt of animals purchased and
supervisory reviews of animal counts, and establishes maximum and minimum levels of animal supplies inventory. We also recommended that the Rodent Colony Management unit properly account for services performed by individuals, and support the proper allocation of salaries
charged to grants.
